Self-Disclosure Requirements and Best Practices for Social Adult Day Care Programs

Session Description: Join the New York State Adult Day Services Association (NYSADSA) and staff from the New York State Office of the Medicaid Inspector General (OMIG) for an overview of self-disclosure requirements, reporting expectations, and best practices to help social adult day care programs proactively address compliance issues and meet regulatory obligations.

Presenters:

• Amanda Susser, Assistant Medicaid Inspector General for Compliance and Self-Disclosure, OMIG

Amanda Susser joined OMIG in September 2024 to serve as the Assistant Medicaid Inspector General for the newly created Division of Compliance and Self Disclosure (DCSD). In this capacity, she leads the agency’s efforts to promote and enhance a robust culture of Medicaid program integrity and healthcare compliance across New York’s Medicaid healthcare delivery system. An experienced compliance professional, Amanda oversees the compliance and self-disclosure functions and plays a key role in OMIG’s provider education, engagement, and outreach efforts related to these areas. Prior to joining OMIG, she worked for nearly two decades in the regulatory compliance, policy development, project management, and direct therapeutic clinical care arenas. She served more than ten years working with Big 4 consulting firms on a wide range of Medicaid projects for State government such as DSRIP, HCRA, 1915(c) HCBS, and 29-I Voluntary Foster Care Agency (VFCA) program services, including assessing provider compliance and consulting non-compliant providers with remediation efforts. Prior to her consulting work, Amanda served as a clinical case coordinator for Saint Anne Institute in Albany, where she administered clinical assessments, conducted quality assurance reviews, and provided youth and family therapy to an intensive and culturally diverse child welfare population.

Amanda holds a Bachelor of Science in Psychology from LeMoyne College, a Master of Science in Clinical Psychology from Loyola University, a Master of Public Administration from Rockefeller College at SUNY and is a certified Project Management Professional (PMP).

• Elisa Nunziato, Manager of Self-Disclosure Unit, OMIG

Elisa Nunziato has been with OMIG since August of 2010 and has specialized in Self-Disclosure since 2015. As manager of OMIG’s Self-Disclosure Unit Elisa was involved in the development of the regulation governing the program (18 NYCRR SubPart 521-3) as well as the subsequently issued guidance and updated forms. Additionally, Elisa assisted in developing the Abbreviated Self-Disclosure process, forms, and published guidance as well as OMIG’s Healthcare Worker Bonus Self-Disclosure process.

• William Schwarz, Director of Public Affairs and Intergovernmental Relations, OMIG

Bill Schwarz has extensive, executive-level experience in both the private and public sectors in such areas as health care, higher education, energy and eco­nomic development. Mr. Schwarz assumed the role of Director of Public Affairs for OMIG in October 2014. As a member of the executive team, he oversees all aspects of OMIG's communica­tions and media relations planning and execution efforts to heighten awareness of the agency's mission, effectively promote staff and agency achievements, manage crisis communications, provide strategic communications counsel and support for agency leadership and staff, and manage agency web-based and social media communications. Mr. Schwarz also plays a key role in OMIG's strategy development and provider relations activities. Prior to OMIG, Mr. Schwarz served for nearly three years as Director of Public Affairs for the New York State Department of Health (DOH). In this capacity, he played a lead role in numerous DOH initiatives, including the planning and rollout of New York's health exchange, NY State of Health, the department's response and recovery activities related to Hurricane Sandy, and Medicaid reform/DSRIP, among others. Mr. Schwarz's private sector experience includes serving on the President's staff at Union College, where he led the College's corporate and government relations functions as well as marketing and public relations. Mr. Schwarz also served as Global Communications Leader for GE Energy in Houston, TX. Mr. Schwarz has also held executive-level positions in award-winning marketing and public relations firms based in the Northeast.
