SADC Compliance: NYS Certification, Compliance Programs, and Medicaid Integrity & Quality

Date: April 25, 2025

Session Description:

This targeted session will unpack the critical role the Office of the Medicaid Inspector General (OMIG) plays in ensuring Social Adult Day Care (SADC) providers meet New York State’s Medicaid compliance expectations. Presenters will walk through the OMIG SADC Certification process required for all SADCs contracting with Managed Long Term Care (MLTC) plans and discuss how it aligns with Home and Community-Based Services (HCBS) and New York State Office for the Aging (NYSOFA) standards.

The session will also explore:

  • Which SADC programs must implement a compliance program under 18 New York Codes, Rules, and Regulations (NYCRR) § 521-1.
  • The implications for Waiver/Structured Day Program (SDP) providers that bill Medicaid directly.
  • Best practices for all SADC providers who receive Medicaid funding, even if not “required” providers.

This training is ideal for SADC owners, program directors, compliance officers, and staff looking to ensure they meet all applicable SADC program standards.

Presenters:

  • Yvonne Ward, Past Vice President of Policy, New York State Adult Day Services Association
  • Tammy Ryan, Vice President of Programming, New York State Adult Day Services Association
  • Charlie Meyer, President, JMC Advisory Group
